Implementation plan of agricultural non point source pollution control and supervision

    Agricultural non-point source pollution control is an important part of ecological environment protection, which is related to the construction of rural ecological civilization, national food security and agricultural green development, and the water pots, rice bags and vegetable baskets of urban and rural residents. In order to strengthen the control and supervision of agricultural non-point source pollution, protect the ecological environment, maintain national food security, and promote the overall green transformation of agriculture, this implementation plan is formulated.

1、 General requirements

(1) Guiding ideology.

    Guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, we carried out the spirit of the nineteen and nineteen second, third, fourth and fifth plenary sessions of the party in the spirit of China, conscientiously implemented the thought of Xi Jinping's ecological civilization, firmly carried out the new development concept, and made good efforts to fight pollution prevention and control in accordance with the decision making and deployment of the Party Central Committee and the State Council, so as to promote the prevention and control of agricultural non-point source pollution. Based on the reality of China's "agriculture, rural areas and farmers" work and the development needs in the new era, with reducing the agricultural non-point source pollution load of soil and water environment and promoting the improvement of soil quality and water quality as the core, and in accordance with the basic idea of "focusing on key points, regional governance and fine management", we should make overall planning, coordinate and linkage, highlight key points, pilot projects first, optimize policies, strengthen supervision, and work hard for a long time, It is necessary to form a joint management and sustainable agricultural non-point source pollution control system and capacity, so as to make a good start for comprehensively promoting rural revitalization and accelerating agricultural and rural modernization.

(2) Basic principles

    We will promote the overall plan and highlight the key points. To coordinate the prevention and control of agricultural non-point pollution, the key content is chemical fertilizer and pesticide reduction, and the pollution control of livestock and poultry breeding under scale is the key content. The goal is to prevent and control the impact of agricultural non-point pollution on Soil and water ecological environment, and the Yangtze River economic belt and the Yellow River Basin as the key point, taking into account the Pearl River, Songhua River, Huaihe River, Haihe River, Liaohe River and other drainage basins, along the main stream and important tributaries, and the South-to-North Water Transfer to the East The environmental sensitive areas such as the middle line, the catchment area of lake reservoir and drinking water source (hereinafter referred to as the key areas) shall strengthen the prevention and control of agricultural non-point source pollution.

    Pilot projects should be carried out first and the foundation shall be consolidated. According to the distribution of planting and breeding industries and the work of pollution prevention and control, pilot demonstration of agricultural non-point pollution control and supervision in typical river basins, sea areas and regions is carried out, and a management model and management measures that are easy to replicate and can be popularized are formed, and the monitoring and evaluation system of agricultural non-point pollution is explored.

    District Governance, fine supervision. According to the characteristics of different regions and types of pollution sources, the factors affecting geographical climate and environmental protection, based on local conditions, respecting the wishes of farmers, implementing "one district and one policy", taking governance measures according to local conditions, strengthening fine supervision and management, and realizing accurate, scientific and legal pollution control.

    Policy incentives, multi governance. We should strengthen the role of policy guidance, pay attention to the combination of incentive measures and mandatory measures, fully use economic means such as tax and subsidies, and widely mobilize the enthusiasm of the main body of agricultural industry chain and all walks of life of the society, and promote the cooperation of government, agricultural socialization service institutions, farmers and other multiple subjects.

(3) Work objectives

    By 2025, the non-point source pollution of agriculture in key areas will be preliminarily controlled. The agricultural production layout was further optimized, the reduction of fertilizer and pesticide was steadily promoted, the comprehensive utilization level of livestock and poultry manure under the scale continued to improve, and the green development of agriculture was obvious. The monitoring network of agricultural non-point source pollution in pilot areas has been initially completed, and the regulatory policy standard system and working mechanism for supervision and guidance of agricultural non-point pollution control are basically established.

    By 2035, the load of agricultural non-point source pollution in key areas will be significantly reduced, the monitoring network and supervision system of agricultural non-point source pollution will be established comprehensively, and the level of agricultural green development will be improved significantly.

2、 Main tasks

(1) Further promote the prevention and control of agricultural non-point source pollution

    We will promote the prevention and control of agricultural non-point source pollution in key areas. According to the distribution of agricultural pollution sources, geographical climate conditions and environmental quality, the priority area for the treatment of agricultural non-point source pollution is determined. Optimize the spatial distribution of agricultural production, and take measures for the management according to the requirements of soil, water and marine ecological environment protection. In the areas with outstanding non-point source pollution in planting industry, the action of reducing and increasing efficiency of chemical fertilizer and pesticide, optimizing production layout, promoting the project of "source reduction recycling process interception end treatment" project, and deeply implementing comprehensive utilization of straw, taking fertilizer, feed and fuel utilization as the main direction, a number of key counties for comprehensive utilization of straw are established to create a typical mode of industrialization utilization. We will continue to promote the action of agricultural membrane recycling, focusing on the application of standard film, specialized recycling and resource utilization, strengthen the construction of demonstration county for agricultural membrane recycling, improve the recycling network system, pilot regional green compensation system of agricultural film, accelerate the application demonstration of degradable agricultural film, and focus on solving the problem of "white pollution" of farmland. In the area of non-point source pollution in aquaculture, based on the capacity of land to absorb fecal pollution, the scale of breeding should be reasonably determined, the utilization of livestock and poultry manure and waste water returned to the field should be promoted, the breeding cycle should be promoted and soil soil strength improved.

    Establish the agricultural non-point pollution prevention and control technology database. According to the principle of all factor control and menu selection, the agricultural non-point pollution prevention and control technology base is established by classification according to the pollution type and main causes, focusing on the pollution prevention and control of planting, livestock and poultry breeding under scale and aquaculture. The pilot demonstration results and experience and practices of different regions are summarized, and a number of agricultural non-point pollution control models are formed, and the industrialization and scale effect will be gradually formed from the point and the surface.

(2) Improving the policy mechanism of agricultural non-point pollution control

    We will improve laws and regulations. The laws and regulations that have a significant impact on agricultural non-point pollution, such as fertilizer management, are made and revised. We will strengthen the management and use of fertilizer and pesticide production and use, and promote Precise Fertilization and scientific use of drugs. The provincial unit shall strengthen the pollution control in the dense area of livestock and poultry breeding, clarify the requirements and responsibilities for pollution control of livestock and poultry farms under the scale, encourage harmless treatment of livestock and poultry manure, and return to the field after reaching the relevant requirements of fertilizer utilization. Standardize emergency management of environmental emergencies, and prevent waste water, waste liquid and solid waste directly into farmland during the process of handling accidents.

    Improve the standard system. Timely evaluate and improve the relevant standards of agricultural non-point pollution prevention and monitoring. Guide all regions to formulate standards and regulations for pollution control and tail water discharge of aquaculture. In order to promote the utilization of livestock and poultry waste resources, improve the standard system of pollution control and strengthen the environmental supervision and management of farm households. The corresponding standards shall be implemented for the utilization of irrigation water, aquaculture water and livestock manure fertilizer to prevent pollution of soil, groundwater and agricultural products.

    Optimize economic policies. We will improve the policy of land use for electricity use in agricultural non-point pollution prevention facilities, and implement subsidies and tax relief policies such as production and sales of organic fertilizer products, reduction of fertilizer and pesticide, and replacement of organic fertilizer. Support the social service organizations for the transport and application of livestock and poultry manure in accordance with the provisions. The equipment supporting agricultural green development, such as livestock and poultry, aquaculture, straw agricultural film and other waste treatment and resource utilization equipment, shall be listed in the list of subsidies for agricultural machinery purchase. To explore and carry out pilot emission trading of "point source-point source" pollution discharge.

    Establish a multi governance model. In key areas, the provincial units shall prepare the implementation plan of agricultural non-point pollution prevention and control, formulate the target and task of pollution control, and define the supervision and guidance and guarantee measures. To develop green allocation of agricultural resources, promote agricultural dealers to become an important body and information transmission hub of pollution prevention and control, and guide farmers to use green and efficient fertilizer pesticides. Through the way of purchasing services from the society, we will promote the marketization of agricultural non-point pollution control. We will give full play to the role of agricultural social service institutions and farmers cooperative economic organizations, promote the modes of "government + association + farmers", "leading enterprises + associations + farmers", and strengthen professional and technical management. We will promote standardized production such as unified production management, unified ordering of agricultural resources and brand certification, and form a multi-element co governance system of "government market farmer".

(3) Strengthen the supervision and management of agricultural non-point source pollution control

    Carry out the investigation and monitoring of agricultural pollution sources. Improve the investigation and accounting method of the use of chemical fertilizer and pesticides, and gradually find out the changes of the use of chemical fertilizer and pesticides on the basis of the work of statistics, agricultural and rural areas, market supervision and management. The spot check and verification of the pollutant emission of fertilizer and pesticide input, livestock and poultry and aquaculture were conducted by means of field investigation, account check and intelligent terminal collection. The monitoring points of agricultural non-point pollution shall be arranged in an encrypted way, with emphasis on long-term monitoring of irrigation water and effluent quality in large and medium-sized irrigation areas and typical irrigation areas with sewage irrigation history, and master the production and discharge of agricultural non-point source pollutants. The whole chain monitoring was carried out to monitor the return of livestock and poultry manure to the field, and the transformation law of nutrients and harmful substances was analyzed and evaluated.

    Evaluate the environmental impact of agricultural non-point source pollution. We will formulate technical specifications for agricultural non-point source pollution environmental monitoring, strengthen the monitoring of the concentration and flow of pollutants from agricultural pollution sources, incoming water bodies, and the water quality and flow monitoring of the receiving water bodies, and establish a "one network" for the environmental monitoring of agricultural non-point sources pollution. In key areas, based on the national surface water environmental quality monitoring network, combined with rural environmental quality monitoring, the method of updating, co construction and sharing and new construction is adopted to increase the distribution of environmental monitoring and strengthen the monitoring of water quality in key periods such as rainstorm and flood season. Carry out the accounting and evaluation of the load of agricultural pollutants into the water body, and determine the key industries, key areas and important periods of supervision.

    We will strengthen long-term observation of agricultural non-point source pollution. In the key waters of Jialing River, Fenhe, Taihu Lake, Chaohu, Nansihu, Erhai, Baiyangdian, Danjiangkou reservoir and Miyun reservoir, the project will be conducted to build a super station for field observation of agricultural ecological environment, and carry out long-term observation and quantitative analysis of meteorology, hydrology, water quality, soil and groundwater, and master the temporal and spatial evolution law of agricultural non-point source pollution in combination with remote sensing technology, and gradually realize the reality The dynamic assessment of the impact of non-point source pollution on agricultural environmental quality is now made. We will strengthen the construction of the national agricultural science observation and experiment station, systematically observe, monitor and record the agricultural production factors and their dynamic changes, and provide the basic support for the control of agricultural non-point source pollution.

    To build a platform for agricultural non-point pollution supervision. The system integrates the monitoring data of nitrogen and phosphorus loss, the ecological environment quality monitoring of surface water and the rural environmental quality monitoring, so as to realize the interconnection of monitoring data from the source of pollution to the ecological environment. We will strengthen the national agricultural resources survey, ecological environment statistics, comprehensive utilization information of livestock and poultry waste, and national sewage permit management platform. With the help of Internet, Internet of things and other technologies, we can broaden the access to data and realize dynamic update. The paper gives full play to the role of agricultural non-point source pollution data in guiding pollution prevention, controlling greenhouse gas emissions, optimizing urban and rural planning, land use and promoting agricultural green development.

3、 Pilot demonstration

    Around the national major development strategy and the overall deployment of the key pollution prevention and control war, the pilot project is carried out in some counties and cities in Guangxi, Guangdong, Hunan, Hubei, Henan, Jiangsu, Anhui, Yunnan, Jiangxi, Sichuan, Shandong, Ningxia, Hebei, Shaanxi, Jilin and Qinghai provinces, aiming at controlling the impact of agricultural non-point source pollution on the soil and water environment in key areas (hereinafter referred to as the pilot project County), implement agricultural non-point pollution comprehensive treatment projects, and build a batch of pilot demonstration projects with pollution prevention, investigation and monitoring, performance evaluation as the main content.

 (1) The typical model of agricultural non-point pollution prevention and control was formed. In the pilot counties, the areas mainly planted, livestock and poultry cultivation and aquaculture below the scale are selected, and a batch of demonstration projects for comprehensive treatment of agricultural non-point pollution are constructed. Optimize the spatial distribution of agricultural production, carry out systematic design and classified treatment, and form a regional agricultural non-point pollution control model. We will vigorously develop the combination of seed and cultivation, ecological recycling agriculture, expand the scale of green, organic and geographical indication of agricultural products, increase the supply of green and high-quality agricultural products, and improve the quality and efficiency of agricultural development.

(2) Establish the agricultural non-point source pollution investigation and monitoring system. The agricultural non-point source pollution investigation and cause analysis were carried out, and the influence of chemical fertilizer and pesticide on the source pollution and the utilization of waste water resources were calculated scientifically. The identification method of sensitive areas of agricultural non-point source pollution is studied and the list of priority areas for treatment is prepared. The typical small watershed and coastal areas with centralized mariculture were selected to evaluate the load and spatial distribution of pollutants into the water body by combining ground monitoring and satellite remote sensing technology. Large and medium-sized irrigation areas are selected in Dujiangyan, Hetao, Inner Mongolia and Qingtongxia in Ningxia to monitor the water quality of farmland irrigation, and to strengthen surface water quality monitoring in the intensive breeding areas. We will build an agricultural non-point pollution supervision information platform and strengthen pollution prevention and control early warning.

(3) To explore the performance evaluation of agricultural non-point pollution control. The paper studies and formulates the performance evaluation methods of agricultural non-point pollution prevention and control, and defines the scope, index, content and method of the assessment. Based on the results of the second national survey of pollution sources, the data of the investigation are supplemented to determine the performance evaluation indicators and base numbers. The main basis of the performance evaluation of agricultural non-point pollution prevention and control is to improve the environmental quality.

4、 Safeguard measures

(1) Strengthen organizational leadership. We will improve the mechanism of promoting the work of the central government, the overall responsibility of the province and the implementation of the city and county. Relevant departments shall cooperate closely according to the requirements of the scheme, and the ecological environment department shall fulfill the duties of supervision and guidance on the control of agricultural non-point source pollution, and strengthen information sharing, regular consultation and supervision and evaluation with relevant departments such as agricultural countryside, development and reform, finance, water conservancy, forestry grassland and other relevant departments in accordance with the requirements of "party and government responsibilities, one job and two responsibilities", so as to form a working pattern of joint management. The provincial level shall take overall responsibility for the control of agricultural non-point pollution in the region, provide organization and policy guarantee, and conduct supervision and assessment. Municipal level shall do well in the work of connecting up and down, coordinating within the region and supervising and inspecting. The county level shall do a good job in the specific organization and implementation.

(2) Strengthen the team building. To clarify the institutions and personnel of county and township to undertake supervision and guidance on the agricultural non-point pollution control. We will strengthen the construction of the agricultural environment protection and agricultural technology extension system team, guide farmers to use agricultural inputs scientifically and adopt green production methods. We will promote the downward shift of the enforcement center of ecological environment supervision, the sinking of power and the downward trend of guarantee, the implementation of the responsibilities of the county and township grass-roots ecological environment protection, and the strengthening of the supervision team of agricultural non-point pollution control. Organize and carry out the training of agricultural non-point pollution control and supervision and law enforcement, and improve the ability of grass-roots supervision and enforcement.

(3) Increase the investment in funds. The paper constructs a diversified investment pattern of public financial support, self financing of responsible subjects and participation of social funds. The relevant departments of the Central Committee, in combination with the existing funds channels, support the local agricultural non-point source pollution control. All regions should arrange the investment reasonably to ensure the completion of the governance objectives. Encourage local governments to strengthen the overall integration of funds and projects in relevant channels in accordance with the provisions. We will standardize cooperation between government and social capital and guide social capital to invest in the field of agricultural non-point pollution prevention and control. We will increase the support of green credit and green bonds for the prevention and control of agricultural non-point pollution, and focus on reducing and increasing efficiency of chemical fertilizer and pesticide, resource utilization of livestock and poultry manure, comprehensive utilization of straw, agricultural membrane recycling, pond culture tail water utilization and so on.

(4) Improve the support of science and technology. Establish an expert group on prevention and control of non-point agricultural pollution, conduct long-term follow-up and regular consultation, provide support for key technology research and important policy consultation, and strengthen technical assistance for pilot demonstration areas. We will strengthen cooperation with universities and scientific research institutes, integrate scientific and technological resources, speed up joint efforts in agricultural non-point pollution investigation, monitoring and evaluation technology through relevant national science and technology plans, focus on research and development of agricultural non-point source pollution estimation model and source analysis technology method, research and development of advanced automatic monitoring and rapid monitoring equipment, and promote mature and applicable technologies.

(5) Strengthen supervision. Promote local governments at all levels to include the prevention and control of agricultural non-point source pollution into the scope of performance evaluation, and define annual tasks and evaluation indicators. We will open up information, broaden channels for complaints and report, and play a role of supervision by the masses. The outstanding problems in the control of agricultural non-point pollution are included in the supervision of the central ecological environment protection, and the supervision of the outstanding problems in the control of agricultural non-point pollution is strengthened.

(6) Strengthen publicity and guidance. The importance of non-point pollution prevention and control in agriculture should be publicized by using new media and traditional media, knowledge and technology of governance should be popularized, public participation and supervision should be encouraged, awareness and ability of rural residents' ecological environment protection should be enhanced, and a good atmosphere for the whole society to protect agricultural ecological environment should be formed.
