The development of agricultural countryside has made new historical achievements, which has played a role of "ballast stone" for the party and the state to overcome various difficulties and obstacles, stabilize the overall situation of economic and social development. I. General requirements

(1) Guiding ideology. (2) Target task. In 2021, the structural reform of agricultural supply side was further promoted, with the grain planting area kept stable and the output reached more than 1.3 trillion Jin. The agricultural foundation is more stable, the supply of food and important agricultural products is more powerful, the agricultural production structure and regional layout are obviously optimized, the agricultural quality and competitiveness are obviously improved, the modern rural industrial system is basically formed, and the qualified areas take the lead in basically realizing the agricultural modernization. The achievements of poverty alleviation and key issues have been consolidated and expanded, and the income gap between urban and rural residents has been narrowing. The green transformation of rural production and living style has made positive progress, the use of fertilizer and pesticide has been reduced continuously, and the rural ecological environment has been improved significantly. The rural construction has achieved remarkable results, the rural appearance has changed significantly, the vitality of rural development is fully stimulated, the rural civilization has been improved, the security of rural development is more powerful, and the sense of farmers' access, happiness and security have been improved significantly.

2、 To realize the effective connection between the achievements of consolidating and expanding poverty alleviation and Rural Revitalization

(4) We will continue to consolidate and expand the achievements of poverty alleviation and key issues. With the focus of large and medium-sized centralized resettlement areas, we will do a solid job of following up the relocation and support work, continue to increase employment and industrial support, continue to improve the supporting infrastructure, industrial park facilities and public service facilities in the resettlement area, and effectively improve the community governance capacity. We will strengthen asset management and supervision of poverty alleviation projects.

(5) We will continue to promote the Rural Revitalization in poverty alleviation areas. We will implement the action to promote the characteristic breeding industry in poverty alleviation areas, carry out the docking activities of agricultural products production and marketing widely, and deepen the development of consumer assistance. Continue to do well in the export of organized labor services. We will make overall use of public welfare posts and provide employment assistance to those who are in trouble in employment who meet the requirements. In the field of agricultural and rural infrastructure construction, the way of work relief should be promoted to attract more people from poverty alleviation and low-income people to work nearby. A number of regional and cross regional major infrastructure projects will be built in poverty alleviation areas. We will strengthen support for Rural Revitalization in poverty alleviation counties. (6) We will strengthen the normalization of rural low-income population. We will carry out dynamic monitoring of rural low-income population and help by classification. For the low-income rural population with labor ability, we should adhere to the development assistance to help them improve their endogenous development ability, develop industry and participate in employment, and rely on both hands to get rich. For the population who are unable to work and can not obtain stable income through industrial employment, the population shall be included in the scope of rural subsistence or special poverty relief and support based on the existing social security system, and special and temporary assistance shall be given in time according to the type of difficulty.

3、 Accelerating agricultural modernization

(7) To improve the supply and guarantee capacity of food and important agricultural products. We will accelerate the construction of modern breeding system, protect the basic capacity of pig, improve the long-term mechanism for the stable and orderly development of pig industry, actively develop the cattle and sheep industry, continue to implement the action of milk industry revitalization, and promote green and healthy aquaculture. We will promote the construction and management reform of fishing ports. Promote the development of woody grain and oil and the economic development under forest. We will optimize the distribution of agricultural products trade, implement the diversified strategy of agricultural products import, and support enterprises to integrate into the global supply chain of agricultural products. Maintain a high pressure situation of cracking down on smuggling of key agricultural products. Strengthen port quarantine and prevention and control of alien invasive species. We will take action to save food, reduce the waste of grain in production, circulation, processing, storage and consumption.

(8) Fight the seed industry and turn over the war. The seed is the foundation of agricultural modernization. We will strengthen the protection and utilization of agricultural germplasm resources, accelerate the third survey and collection of crop germplasm resources and livestock germplasm resources, and strengthen the construction of national crop, livestock and poultry and marine fishery biological germplasm resources database. To provide long-term and stable support for basic research and key breeding projects. We will accelerate the implementation of major scientific and technological projects in agricultural biological breeding. We will carry out joint efforts to tackle key problems in combination with crops and livestock and poultry. A new round of livestock and poultry genetic improvement plan and modern seed industry upgrading project will be implemented. (9) We will firmly keep the red line of 1.8 billion mu of cultivated land. (10) We will strengthen the support of modern agricultural science and technology and material equipment. We will further develop the support actions of Rural Revitalization of science and technology. Support universities to provide intellectual services for Rural Revitalization. We will strengthen the construction of agricultural science and technology socialization service system and carry out the system of special personnel for science and technology. We will improve the independent development capability of agricultural machinery and equipment, support the R & D and manufacturing of high-end intelligent and hilly agricultural machinery equipment, increase the purchase subsidy and carry out subsidies for agricultural machinery operation. We will strengthen the construction of animal epidemic prevention and crop pest control system and improve the prevention and control capability.

(11) To construct the modern rural industry system. Relying on the rural characteristic and superior resources, we will build an agricultural whole industrial chain, leave the main body of the industrial chain in the county seat, so that farmers can share more industrial value-added income. We will speed up the improvement of the standard system for the whole industrial chain of modern agriculture, promote the production of new agricultural operators according to the standard, and cultivate the standard "pacemaker" of leading agricultural enterprises. Based on the county layout of the characteristics of agricultural products production area initial processing and intensive processing, the construction of modern agricultural industrial park, strong agricultural industry town, advantage of characteristic industrial clusters. We will promote the construction of the public welfare agricultural products market and the backbone network of agricultural product circulation. Develop leisure agriculture and rural tourism boutique lines and improve supporting facilities. Promote the construction of rural primary, secondary and tertiary industry integration development demonstration park and science and technology demonstration park. Taking agricultural modernization demonstration zone as an important grasp to promote agricultural modernization, the index system shall be established to strengthen the integration of resources and policies around improving the modernization level of agricultural industry system, production system and management system. 4、 Vigorously implement the rural construction action

(15) We will strengthen the construction of rural public infrastructure. Strengthen the clean utilization of coal. Implement the digital rural construction and development project. Promote the synchronous planning and construction of rural gigabit optical network, fifth generation mobile communication (5g), mobile Internet of things and cities. We will improve the compensation mechanism for telecommunication universal services and support the construction of information and communication infrastructure in rural and remote areas. We will accelerate the construction of space-based facilities such as remote sensing satellite in agricultural countryside. Develop smart agriculture, establish big data system of agricultural countryside, and promote the deep integration of new generation information technology and agricultural production and management. Improve the comprehensive monitoring network of agricultural meteorology and improve the ability of agricultural meteorological disaster prevention. We will strengthen the digital intelligent construction of rural public service and social governance. Implement the village level comprehensive service facilities promotion project. We will strengthen the construction of service facilities such as village passenger transport stations, cultural sports and public lighting.

(16) Five years of action to improve rural residential environment were implemented. We will promote the rural toilet revolution in an orderly manner by classification, accelerate the development of applicable technologies and products for sanitary toilets in arid and cold areas, and strengthen the renovation of rural household toilets in the central and western regions. We will coordinate the rural toilet reform, sewage and black odor water treatment, and build sewage treatment facilities according to local conditions. We will improve the collection and transportation system of rural domestic waste, promote the classified reduction of source and utilization of resources, and build a batch of comprehensive treatment and utilization facilities for organic waste. We will improve the management and protection mechanism of rural residential environment facilities. The third party governance of urban and rural sanitation integration should be promoted in the conditional areas. We will further promote the village cleaning and greening. (17) Improve the basic public service level in rural areas. We should establish a balanced allocation mechanism of urban and rural public resources, strengthen rural basic public service supply county rural overall planning, gradually achieve the unity of standards and system. We will strengthen the construction of agricultural related colleges, vocational colleges and disciplines. We will comprehensively promote the construction of healthy countryside, improve the standardization construction and health management level of village health room, promote the transformation of rural doctors to practicing (Assistant) doctors, and improve the basic health service level by means of post and patrol. We will improve the medical service ability of township health centers and select and build a number of central health centers. We will strengthen the construction of county hospitals and continuously improve the capacity of county-level disease control institutions to cope with major outbreaks and public health emergencies. Strengthen the construction of county close medical community and implement the budget management of total medical insurance. We will strengthen health services for key groups such as women, children, the elderly and the disabled. We will improve the employment policies and service systems for urban and rural areas, and promote the extension of public employment service institutions to the countryside.
