We will vigorously implement the "1 + 8" three-year plan for pollution control. Carry out "five control" gas control of coal, industry, vehicle, dust and new projects, and steadily promote deep control of 25 key industries and ultra-low emission transformation of iron and steel enterprises. The "four measures" of source control, pollution control, capacity expansion and strict management were implemented to control water, and 2.88 square kilometers of blank area of sewage pipe network and 12.23 square kilometers of rainwater and sewage confluence area in the main urban area were reduced. The "three measures" of land and sea pollution reduction, ecological protection and restoration, and risk prevention were carried out. The "one river, one policy" was implemented for 12 rivers entering the sea, and the water quality of coastal waters was greatly improved.

Tianjin attaches great importance to the supervision work, and makes reform while supervising. By the end of January 2021, 2917 mass reported problems assigned by the supervision team have been basically solved, among which 715 were ordered to rectify; 220 were registered and punished, with a fine of 12.4776 million yuan; 9 were registered and investigated, 146 were detained, 35 were interviewed, and 49 were accountable.

The inspector pointed out that although Tianjin's eco-environmental protection work has made important progress and achievements, there are still gaps and shortcomings in meeting the requirements of the central government, the expectations of the people and the requirements of the coordinated development of Beijing, Tianjin and Hebei.

First, the work of some localities and departments has not been effectively promoted. Some localities and departments in Tianjin do not have a deep understanding of high-level protection and high-quality development. They are afraid of difficulties in their work. They do not make enough efforts to solve outstanding ecological and environmental problems. The work is repeated. The city's industrial structure is biased, energy structure is biased towards coal, and transportation structure is biased towards public. In the case of large coal consumption, the relevant departments have successively put three coal power units into operation in spite of the red warning of the national coal power planning and construction risk, and the proportion of external power received has decreased from 26.04% in 2017 to 23.39% in 2019, ranking the bottom in Beijing Tianjin Hebei region. The proportion of the city's six high energy consuming industries in the secondary industry increased from 33.5% in 2017 to 35.4% in 2019. The proportion of iron and steel transportation volume of the city's railway special line is less than 50%, which does not meet the national requirements; the construction progress of railway special line of Huadian International Tianjin Development Division company, Tianjin Zhongwang Aluminum Co., Ltd. and other enterprises lags behind, and the "last kilometer" of Railway transportation has not been fully opened.

The importance and urgency of coal control and reduction are not enough. After completing the 13th five year plan coal consumption control target ahead of schedule, the municipal development and Reform Commission has weakened its work and no longer assigned the task of reducing coal consumption. In 2019, except for the nine main coal-fired power plants, the coal consumption of other enterprises on schedule will increase by 440600 tons compared with that in 2018, which will have a negative impact on the local air control work. The coal consumption of heating enterprises is not strictly controlled, and only a simple summary statistics, the data is seriously distorted. In 2017, the reported coal consumption of dabizhuang branch of Dongli District heating station was 20% less than the actual coal consumption; xinlihuayuan branch of Dongli District heating station resorted to fraud and forged accounts to be paid to inspectors. The implementation of the three-year action plan to defend the blue sky has relaxed the requirements. The municipal development and Reform Commission has not been strict with the control, and a large number of coal-fired boilers within the radius of 15 kilometers of central heating should not be closed.

The work of resolving the contradiction of "Park besieged city" lags behind. The governance of the city's 314 industrial parks should be completed by the end of 2020, but as of the time of supervision, there are still 3 parks that should be integrated and 41 parks that should be abolished. Among the 112 parks that have completed the integration, 22 have not obtained the planning EIA review documents, 9 have not completed the centralized sewage treatment facilities, and some of the completed facilities still have problems such as imperfect collection pipe network and abnormal operation.

Some localities and departments are not responsible enough. The responsibility transmission of Tianjin Urban Management Commission is not in place, the rectification and implementation of the first round of central environmental protection inspectors pointed out the old and difficult problems such as Landfill Leachate Disposal is not effective, and the leachate treatment capacity gap is still large. About 1.44 million tons of leachate were accumulated in eight large-scale landfill sites in the city. Although the problem of leachate pollution in Dahanzhuang landfill has been supervised for many times, the rectification responsibility has not been implemented in place and the problem has been delayed for a long time. The landfill leachate in the site has accumulated 260000 tons, some of which are discharged into the surrounding ditches, and the environmental risk is prominent. Some departments and localities failed to solve the outstanding problems reflected by the masses. In the first round, 183 cases were reported by the masses as ineffective rectification or problems rebounded.

Second, there are still weak links in the battle of pollution control. Among the 7 iron and steel enterprises that should be completed by December 2019, 2 are still unfinished. Tianjin Xinbei heating Co., Ltd. should complete the ultra-low emission retrofit of five coal-fired boilers before September 2020, but the construction will be started in August. The construction and operation control of VOCs treatment facilities are not in place, and more than 60% of the more than 3000 enterprises involved in VOCs emission generally use inefficient treatment facilities. Spot check found that Baodi District Dingfeng Steel Structure Engineering Co., Ltd. and Tianjin Sanhe Zhongcheng petroleum products Sales Co., Ltd. tangguantun oil storage depot all had problems such as inadequate collection and treatment of VOCs.

The problem of water environment treatment in a sewage treatment plant is prominent. The West District sewage treatment plant of Tuanbo new city in Jinghai district is planned to build 72.3 km of pipe network, but only about 40 km has been built. The collection rate of domestic sewage in Wuqing, Binhai New Area, Baodi, Jizhou, Jinghai and other suburban areas is generally low, and a large amount of sewage is directly discharged into the environment. In July 2020, there are still 12 industrial parks to be retained in Tianjin that have not completed the rectification task of centralized sewage treatment facilities. The Municipal Agricultural Committee does not pay enough attention to the construction of rural environmental infrastructure, the construction of rural domestic sewage treatment facilities lags behind or does not run, and the black and smelly phenomenon of some ponds and ditches is common, which seriously affects the rural living environment. The water quality of the pond in the east of Anbiao long village, dongmaquan Town, Wuqing district seriously exceeded the standard. Instead of organizing treatment, the local government filled it with construction waste.

There is no substantial progress in the two shoreline restoration projects of dashentang and mapengkou specified in the comprehensive regulation and restoration plan of Tianjin estuary and bay, and a large number of structures and buildings still exist in the area. The progress of the Bohai wetland project required by the implementation plan of ecological restoration project of Tianjin Bohai comprehensive management is lagging behind. In order to complete the task of shoreline restoration, the Sino Singapore Tianjin Eco City Management Committee has made some modifications, replacing the most completed 3 km east dike project before the Bohai Sea battle task was assigned to replace the lagging North dike dampproof project.

There are loopholes in solid waste pollution control. There is only one surface treatment (acid) sludge disposal unit in the city, and it can not operate normally for a long time, so there is a large environmental risk. Tianjin Jiuyuan Lvyuan sewage treatment Co., Ltd. transfers and disposes the excess sludge of industrial wastewater as domestic sludge; Jinhan District Dahanzhuang landfill illegally landfills 104 tons of sludge produced by leachate treatment; Tianjin Botian Chemical Co., Ltd. and the original Hangu Yingcheng phosphate fertilizer plant open-air stockpile about 1.5 million tons of calcium carbide slag, without anti-seepage and anti loss measures, polluting the surrounding environment. Due to the absence of supervision by Tianjin Municipal Housing and Urban Rural Development Commission and Water Affairs Bureau, the problem of illegal disposal of sludge occurs frequently. The comprehensive disposal project of qingninghou sludge landfill of Tianjin North entrepreneurship Municipal Engineering Group Co., Ltd. has been idle for a long time. About 420000 tons of sludge have not been disposed according to the regulations. Nearly 100000 tons of sludge have been dumped on the open space of lubeikou village in Xiqing District, and 25000 tons of air dried sludge have been deposited in the corner of oasis nursery. Haitian Environmental Protection Technology Co., Ltd. illegally received 100000 tons of domestic and industrial sludge and piled it on 150 mu of farmland, but the inspection was not finished. In addition, the irregular waste dump rectification is not in place, which has also become a hot issue reported by the masses during the supervision period.

Third, we need to pay close attention to some problems. There are many problems in Tianjin port, such as the imbalance of collection and distribution structure, the lack of special channels, the unreasonable layout of port functions, and the lack of risk prevention ability. There is a large gap in risk prevention facilities, 22 oil storage and transportation enterprises in Nanjiang Petrochemical community and 5 enterprises selected by random inspection have not built accident wastewater collection system, and the oil content of wastewater in rainwater wells of Nanjiang sewage treatment plant seriously exceeds the standard. There are no oil and gas recovery devices installed in the five oil and gas terminals of Tianjin port, and only 25 oil and gas recovery devices are installed in 191 crude oil and product oil tanks in southern and Northern Xinjiang. Of the 47 berth shore power facilities that should be completed by the end of 2020, 14 have not been constructed during the inspection; from January to August 2020, the utilization rate of Tianjin Port shore power is only 37.8%.

The supervision of some nature reserves is not effective. Panshan is not only a municipal Nature Reserve in Tianjin, but also a national scenic spot. The relevant departments of Tianjin and Jizhou district are not aware of the overall development and protection, and the overall planning for the protection of scenic spots lags behind, which leads to the management without basis. Before the approval of the master plan, Jizhou district built real estate, tourism facilities and other projects in the scenic spots. Some projects even occupied the core area of the nature reserve. Some real estate projects were suddenly approved before the approval of the master plan. The revision of the master plan of the middle and Upper Proterozoic National Nature Reserve lags behind, the division of functional areas is not completed, and there are many problems in the reserve. Shenhua Guoneng Tianjin Dagang Power Plant built the production facilities in Beidagang wetland nature reserve without authorization, and discharged the cooling water directly for a long time, which had adverse effects on the wetland ecosystem; there was also a sand and gravel yard in the reserve, occupying about 4500 square meters of the reserve area.

The inspector asked Tianjin to firmly implement Xi Jinping's ecological civilization and firmly carry forward the political responsibility of building ecological civilization and protecting the ecological environment. In close connection with the formulation of the "fourteenth five year plan", we should deepen the party and government's responsibility for ecological environmental protection and double responsibility for one post, and resolutely fight the tough battle of pollution prevention and control. Strengthen the supervision of nature reserves. We will accelerate the construction and operation of solid waste treatment facilities and solve problems left over by history. Strive to build a world-class smart port and green port to better serve the coordinated development of Beijing, Tianjin and Hebei. Effectively solve the outstanding ecological and environmental problems strongly reflected by the people. We should strictly investigate the responsibility in accordance with the rules and discipline, and in accordance with the law. For the problem of dereliction of duty, we should instruct the relevant departments to further investigate, distinguish the responsibility, and seriously, accurately and effectively accountability in accordance with the relevant provisions. If it is necessary to carry out compensation for ecological environment damage or bring public interest litigation, it shall be handled in accordance with relevant provisions.

The inspector stressed that the Tianjin municipal Party committee and government should, according to the inspector's report, study and formulate the rectification plan and submit it to the Party Central Committee and the State Council within 30 working days. The rectification plan and its implementation shall be made public to the public in accordance with relevant regulations. The inspection team also sorted out the problems found in the investigation of responsibility for ecological environment damage, which have been handed over to Tianjin municipal Party committee and Tianjin municipal government for handling according to relevant regulations.
