Seven ministries and commissions printed and issued the guiding opinions on promoting the construction of rural residential environment standard system

 

In order to implement the deployment requirements of the CPC Central Committee and the State Council on the improvement of rural living environment, further accelerate the improvement of rural living environment, and establish and improve the rural living environment standard system focusing on the rural toilet revolution, rural domestic waste and sewage treatment, and the improvement of village appearance as soon as possible.

On January 19, 2021, seven departments including the General Administration of market supervision, the Ministry of ecological environment, the Ministry of housing and urban rural development, the Ministry of water resources, the Ministry of agriculture and rural areas, the State Health Commission, and the Bureau of forestry and grassland issued the guiding opinions on promoting the construction of rural human settlement environment standard system (hereinafter referred to as the Guiding Opinions). According to the current situation and actual needs of rural human settlements, the guidance puts forward four safeguard measures: operation mechanism, work guarantee, technical support and standardized service. The release of the guidance will help to give full play to the leading, guiding, standardizing and guaranteeing role of the standards in promoting the renovation of rural human settlements, and promote the continuous improvement of rural human settlements.

The key tasks of the guidance include establishing and improving the standard system, systematically promoting the formulation and revision of standards, and strengthening the development of standards in key areas. Among them, the standard system is divided into three levels, the first level includes comprehensive general, rural toilet, rural domestic waste, rural sewage, rural appearance standard subsystem. The second level starts from the first level, including 6 comprehensive general elements, 4 rural toilet elements, 4 rural domestic waste elements, 3 rural domestic sewage elements and 5 rural appearance elements. The third level starts from the second level, and further refines and classifies the corresponding standard elements.

In rural domestic sewage standards, including three key areas: facilities and equipment standards, construction acceptance standards and management and protection standards.
