People's governments of all provinces, autonomous regions and municipalities directly under the central government, ministries and commissions of the State Council and institutions directly under the State Council:

The utilization of sewage resources refers to the sewage which has reached specific water quality standards through harmless treatment, and is used as recycled water instead of conventional water resources, used for industrial production, municipal miscellaneous use, residents' living, ecological water supplement, agricultural irrigation, groundwater recharge, etc., and other resources and energy extracted from sewage, which can optimize water supply structure, increase water supply, alleviate contradiction between supply and demand and reduce water pollution It is of great significance to dye and protect the water ecological security. At present, the utilization of sewage resources in China is still in its infancy, and it is not fully developed and the utilization level is not high. There is still a gap between the utilization level and the need of building a beautiful China. In order to accelerate the utilization of sewage resources, promote the solution of water shortage, water environmental pollution and water ecological damage, and promote high-quality development and sustainable development, the following opinions are put forward with the consent of the State Council.

1、 General requirements

(1) Guiding ideology

Guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, we carried out the spirit of the nineteen and nineteen second, third, fourth and fifth plenary sessions of the party in China, and thoroughly implemented Xi Jinping's ecological civilization thought. We carried out the beautiful scenery of Jinshan and Yinshan, and adhered to the idea of water saving, quality, space, system and hands. According to the decision and deployment of the Institute, sewage resource utilization should be systematically carried out in urban, industrial, agricultural and rural areas, with water shortage areas and water environment sensitive areas as the key points, urban domestic sewage resource utilization as the breakthrough point, industrial utilization and ecological water supplement as the main way, top-level design should be well done, overall coordination should be strengthened, policies and measures should be improved, supervision and management should be strengthened, and pilot demonstration should be carried out To promote the utilization of sewage resources and achieve high-quality development.

(2) Basic principles

We should give priority to water conservation and promote it as a whole. Adhere to the concept of "water saving is pollution control", adhere to the priority of water saving, and strengthen the double control of total water consumption and intensity. The utilization of wastewater as an important part of water-saving and open source, recycled water into the unified allocation of water resources, comprehensively and systematically promote the utilization of wastewater resources.

According to local conditions, the policy should be implemented by classification. According to the local water resources endowment, water environment carrying capacity, development demand, economic and technological level and other factors, the work of sewage resource utilization should be carried out in different areas and different measures should be implemented. We should scientifically determine the objectives and tasks, reasonably select key areas and utilization ways, and implement supply according to demand, quality according to use, and quality control.

Government guidance, market driven. Strengthen the standard constraints, strict supervision and assessment, standardize the behavior of market subjects. We should improve the price mechanism, increase financial incentives, guide social capital investment, and give full play to the decisive role of the market in allocating resources.

Science and technology leading, pilot demonstration. Strengthen scientific and technological support, strengthen the research and development of key common technology and equipment, and promote the popularization of advanced and applicable technologies and processes. Carry out pilot demonstration to explore the formation of replicable and popularized sewage resource utilization mode.

(3) Overall objective. By 2025, the national sewage collection efficiency will be significantly improved, the sewage treatment capacity of counties and cities will basically meet the needs of local economic and social development, and the sewage treatment in water environment sensitive areas will be basically upgraded; the utilization rate of reclaimed water in cities with water shortage at prefecture level and above will reach more than 25%, and that in Beijing Tianjin Hebei area will reach more than 35%; the reuse of industrial water, livestock and poultry manure and fishery tail water will be realized The level of water resource utilization has been significantly improved, and the policy system and market mechanism of sewage resource utilization have been basically established. By 2035, a systematic, safe, environmental and economic pattern of wastewater resource utilization will be formed.

2、 Efforts should be made to promote the utilization of sewage resources in key areas

(4) We will accelerate the utilization of urban domestic sewage as a resource. Based on the analysis of the increasing demand of production, living and ecological water, the infrastructure of reclaimed water should be reasonably arranged. According to the water ecological environment quality improvement demand of the basin, the discharge limit of sewage treatment plant should be determined scientifically and reasonably in the water rich areas. The main purpose is to stabilize the discharge up to the standard, and implement differentiated zoning upgrading and precise pollution control. In the water shortage areas, especially the water quality water shortage areas, on the premise of ensuring the stable discharge of sewage, priority should be given to transforming the discharged water into available water resources, replenishing the natural water nearby, and promoting the recycling of regional sewage resources. In resource-based water shortage areas, it is necessary to supply water according to demand and quality, reasonably arrange the layout and construction of sewage treatment plant network, promote the use of reclaimed water for industrial production and municipal miscellaneous use, strictly implement the national water quality standards, and use reclaimed water as the ecological water supplement of river and Lake wetlands by means of stage by stage water supplement. In water shortage areas where conditions permit, decentralized and miniaturized treatment and reuse facilities can be used to treat the domestic sewage of residential areas, schools, enterprises and institutions not covered by the municipal pipe network, and then reuse it nearby. For projects in high water consumption industries such as thermal power, petrochemical, iron and steel, nonferrous metals, paper making, printing and dyeing that are qualified to use reclaimed water but not effectively utilized, new water intake permits shall be strictly controlled.

(5) Actively promote the resource utilization of industrial wastewater. Carry out water audit, water efficiency benchmarking and water-saving transformation in enterprises, promote the recycling of industrial water in enterprises, and improve the reuse rate. Promote the integration and optimization of water use system among enterprises in the park, and realize series water use, quality water use, one water multi-purpose and cascade utilization. Improve the construction of sewage treatment facilities in industrial enterprises and parks, improve the level of operation and management, and ensure the discharge of industrial wastewater up to standard. Carry out water quality monitoring and evaluation and water use management for industrial wastewater recycling, and promote local and key water users to build intelligent management platform for industrial wastewater recycling.

(6) We will steadily promote the utilization of agricultural and rural sewage resources. Actively explore the rural domestic sewage treatment technology and mode in line with the rural reality and low cost. According to the regional location and population concentration, household treatment, village group treatment, urban sewage pipe network and other collection and treatment methods are selected, and the modular technology combining engineering and ecology is promoted to promote the local resource utilization of rural domestic sewage. We should promote the combination of planting and breeding, promote the treatment by application, and adopt the economic and applicable fertilizer and energy treatment technology to promote the resource utilization of livestock manure, and encourage the recycling of aquaculture tail water.

3、 Implement key projects of sewage resource utilization

(7) Implement the construction project of sewage collection and resource utilization facilities. We will promote the full coverage of urban sewage network, strengthen the construction of urban sewage collection network, eliminate the blank area of the collection network, and continuously improve the efficiency of sewage collection. We will accelerate the construction of connection and construction of regional sewage collection branch pipe network and outlet pipe in villages and old urban areas, and make up the "capillary". The key is to promote the repair of urban sewage pipe network, the renewal of old pipe network and the mixed connection and wrong connection, and the transformation of rainwater and sewage diversion in sequence. Key drainage basins, water shortage areas and water environment sensitive areas shall be combined with local water resources endowment and water environment protection requirements, and the existing sewage treatment facilities shall be upgraded and upgraded to expand capacity, and sewage resource utilization facilities shall be constructed according to actual needs. The new urban areas of water shortage cities should plan and arrange the reclaimed water pipe network in advance according to local conditions and carry out relevant construction in an orderly manner. Actively promote the construction of facilities for harmless utilization of sludge.

(8) Implement the recycling project of regional reclaimed water. Promote the construction of integrated treatment system of organic combination of pollution control, ecological protection and recycling. In the key nodes, such as the downstream of key sewage outfalls, the river entering the lake (SEA) mouth, the main stream of tributaries, etc., the constructed wetland water quality purification facilities are built according to local conditions. After further purification and improvement of the drainage and micro polluted river after the treatment, the water resources allocation management system will be incorporated into the regional water resource allocation management system It can be used for ecological water supplement, industrial production and municipal miscellaneous use in the region. Select water shortage area to actively carry out pilot demonstration of regional recycling water utilization.

(9) Implement the industrial wastewater recycling project. Municipal Reclaimed water is regarded as an important source of industrial production water in the water shortage area, and the new water intake and consumption are strictly controlled. Promote cooperation between Industrial Park and Municipal Reclaimed Water production and operation units, and plan to provide pipe network facilities. Select the serious water shortage area to create the innovation pilot project of high efficiency recycling of production city integrated wastewater. The conditional Industrial Park shall make overall planning of comprehensive treatment and resource utilization of wastewater, establish the point-to-point water system among enterprises, and realize the recycling and classified reuse of industrial wastewater. Focusing on the high consumption water industries such as thermal power, petrochemical, steel, nonferrous, paper making and printing and dyeing, the company organized and carried out the internal wastewater utilization of the enterprise, and established a batch of industrial wastewater recycling demonstration enterprises and parks, which led to the improvement of water use efficiency through typical demonstration.

(10) The agricultural rural sewage is implemented to promote the treatment of the project. Gradually build and improve the facilities for the collection and treatment of agricultural sewage, and realize the irrigation reuse nearby after the treatment reaches the standard. Focusing on the large-scale livestock and poultry breeding farm, the paper explores and improves the operation mechanism, develops the utilization of livestock and poultry waste resources, promotes the development of the combination of breeding and breeding with agriculture and animal husbandry cycle, and the comprehensive utilization rate of livestock and poultry waste will reach more than 80% by 2025. The resource utilization of fishery aquaculture tail water is carried out in the areas with conditions such as Yangtze River economic belt, Beijing Tianjin Hebei and Pearl River Delta. The pond culture is the key point to carry out the treatment of aquaculture tail water, so as to realize recycling and discharge up to standard.

(11) The pilot project of scientific and technological innovation of near zero sewage discharge is implemented. Select representative national high-tech Industrial Development Zone (hereinafter referred to as the national high tech Zone) to carry out comprehensive technology integration and demonstration, research and development integration of low-cost, high-performance industrial wastewater treatment technology and equipment, and create a model for collaborative efforts in wastewater resource technology, engineering and service, management, policy, etc. The pilot project of near zero emission of industrial wastewater from several national high-tech zones will be completed by 2025.

(12) Pilot demonstration of wastewater utilization was carried out comprehensively. Focus on key and difficult blocking points, carry out pilot demonstration of recycling water conservancy, sludge resource utilization, groundwater recharge, nitrogen and phosphorus extraction and energy resource recovery according to local conditions. The demonstration city of sewage resource utilization is built in cities at and above the Yellow River Basin, and supporting infrastructure is planned to be built to realize the large-scale utilization of reclaimed water. Select typical areas to carry out pilot work on allocation of reclaimed water conservancy. Through the pilot demonstration, the successful experience is summarized, and a renewable and popularized sewage resource utilization mode is formed. Innovation of service mode of sewage resource utilization and encouragement of third-party service enterprises to provide overall solutions. We will build a water plant with resource and energy benchmark and carry out pilot projects for energy material recovery in sewage.

4、 Improve the system and mechanism of sewage resource utilization

(13) Improve the standards of laws and regulations. We will promote the formulation of water conservation regulations, encourage the utilization of sewage resources, and realize water conservation and open source emission reduction. We will accelerate the improvement of relevant policy standards and incorporate reclaimed water into the urban water supply system. Promote the preparation and revision of local water pollutant discharge standards, and propose differentiated pollutant discharge requirements and control measures. We should make the technical specifications and control requirements for reclaimed water for ecological water supplement, and revise the classification and quality series standards for other purposes of wastewater utilization. To prepare and revise the standards of equipment, engineering and operation related to the utilization of sewage resources.

(14) Build policy system. The implementation plans of regional reclaimed water recycling pilot, typical regional recycling water resources allocation pilot, industrial wastewater recycling, sludge harmless resource utilization, and near zero emission scientific and technological innovation pilot of industrial wastewater in National High-tech Zone shall be formulated, and the key work and main tasks shall be refined to form a "1+n" policy system for wastewater utilization. The relevant plans for the utilization of sewage resources during the 14th five year plan were studied and formulated. The statistical methods and systems of sewage resource utilization are studied and a scientific and unified statistical system is established. Improve the relevant provisions of the assessment of unconventional water use index in the total water use control index, increase the weight of utilization of non conventional water sources such as reclaimed water, and carry out classification assessment. Improve the water intake permit management system, and prepare and implement the supervision and management guidance documents for the discharge outlets of river (SEA).

(15) We will improve the price mechanism. The system of user payment shall be established, and the government pricing of reclaimed water shall be released. The renewable water supply enterprises and users shall negotiate the pricing independently according to the principle of high quality and good price. For the ecological water supplement of river lake wetland and the use of reclaimed water for landscape environment, the government shall be encouraged to purchase services to promote the utilization of sewage resources.

(16) We will improve financial policies. The central government should increase the investment in the utilization of sewage resources. Support local government special bonds to be used for qualified construction projects of sewage resource utilization. Local governments should be encouraged to design diversified financial investment guarantee mechanism. Enterprises are encouraged to use green bonds, asset securitization and other means to broaden financing channels in accordance with the law. We will steadily promote the pilot of real estate investment trust funds in the field of infrastructure. Explore the development of project income rights, franchise rights and other pledge financing guarantee. We will implement the current preferential tax policies.

(17) Strengthen scientific and technological support. We will promote the integration of key technologies of wastewater recycling into the national medium and long-term science and technology development plan and the "14th five year" special plan for scientific and technological innovation of ecological environment, and deploy relevant key projects to carry out scientific and technological innovation of wastewater recycling. Guide scientific research institutes, colleges and universities, sewage treatment enterprises, etc. to establish innovative strategic alliance of sewage resource utilization, and focus on breaking through the common features and key technical equipment of sewage advanced treatment and sludge resource utilization. To compile advanced applicable technologies and practice cases for wastewater resource utilization, and promote a number of mature processes, technologies and equipment. Timely release the catalogue of industrial water-saving technology, technology and equipment encouraged by the state.

5、 Safeguard measures

(18) Strengthen organization and coordination. In accordance with the requirements of central deployment, provincial overall planning and city / county responsibility, the implementation of the guiding opinions will be promoted. The government of each province (autonomous region, city) should make the relevant plan or implementation plan; the government of city and county should take the main responsibility, make the plan and clear the task, so as to ensure the smooth completion of the work. The national development and Reform Commission has strengthened comprehensive coordination. The Ministry of science and technology, the Ministry of industry and information technology, the Ministry of finance, the Ministry of natural resources, the Ministry of ecological environment, the Ministry of housing and urban rural development, the Ministry of water resources, the Ministry of agriculture and rural areas, the General Administration of market supervision and other departments have done a good job in relevant work according to the division of responsibilities, and strengthened the conservation and intensive use of water resources, water pollution prevention and control, water ecological protection, sewage resource utilization, and other related work The overall planning of environmental infrastructure construction, the formation of joint efforts to coordinate and solve major issues.

(19) Strengthen supervision and management. We should urge the relevant parties to strictly implement the double control system of the total amount and intensity of water use in regional basins, strengthen the assessment of water resources management and the management of water intake, and ensure the implementation of the national water saving action plan. Strictly supervise the implementation of reclaimed water into the unified allocation of water resources. Strictly manage the self provided wells, and close the self provided wells that have not been approved or covered by the public water supply network within a time limit. We will improve the monitoring system for the whole process of wastewater reuse, strengthen the supervision of wastewater treatment and discharge, and gradually establish a risk prevention and early warning system covering the whole process of wastewater reuse, so as to ensure the safe utilization of wastewater reuse.

(20) Strengthen publicity. In combination with the theme publicity activities such as World Water Day, China Water Week and national urban water conservation publicity week, various forms of extensive and in-depth publicity work were carried out to strengthen popular science education, improve public awareness and recognition of sewage resource utilization, eliminate public concerns and enhance their willingness to use. Improve the public participation mechanism, give full play to the role of public opinion supervision, social supervision and industry self-discipline, and create a good atmosphere for the whole society to participate in the utilization of sewage resources.
